NATO 西側諸国は、過去 70 年間、南半球や多くのアジア諸国にドル建て債務を負わせることで金融支配を行ってきた。ドル建て債務は、これらの国々を金融新植民地主義、国際債務奴隷状態に陥れている。それに加えて、米国と欧州は、他国が独自の道を歩み自らの利益を追求するのを阻止し、一極支配を維持するために持つ究極の力は、他国を爆撃し、テロを動員することである。〔･･･〕

2022年に米国がドイツとヨーロッパをロシアや中国との貿易・投資関係から引き離そうとウクライナで戦争を開始して以来、米国はヨーロッパやその他の英語圏の従属国を動員して経済制裁を課し、こうした政策に従う国々の経済を壊滅させてきた。

ドイツの産業空洞化と、米国が武器供給国としてフランスを押しのけたこと（例えば、AUKUSへの潜水艦販売や、旧アフリカ領土でフランスに代わる国にしようとしたこと）による反発が、他の国々を追い払っている。米国とヨーロッパはグローバル・マジョリティから孤立し、ロシアや中国との繁栄した貿易と投資を、石油やその他の高価格輸入品に対する米国への経済的依存に置き換えてきた。

驚くべきことは、米国の外交が自らの世界帝国をいかに自己破壊させてきたかということだ。米国の外交は、欧州、オーストラリア、日本、韓国に反ロシア、反中国の制裁に参加させることで、これらの国々に対する米国の支配を固めることに重点が置かれており、その結果、これらの米国指定の敵国は、西側諸国への貿易依存を相互の自立に置き換えることを余儀なくされている。

貿易制裁を課して国々を脅迫するという米国の政策は、いわば自らの経済的首を絞めている。米国の外交政策が、以前の世代が世界の他の国々に押し付けようと懸命に努力した自由貿易帝国主義とドル依存を解体するのを見るのは、ほとんど滑稽だ。

The NATO West does financial control by having loaded down the global South and even many Asian countries with dollarized debt for the last 70 years. That dollarized debt holds them in a financial neocolonialism, an international debt peonage. Besides that, the ultimate power that the United States and Europe have to maintain their unipolar control to prevent other countries from going their own way and pursuing their own interests is to bomb them and mobilize terrorism.

Ever since the war in Ukraine by the United States to break Germany and Europe away from their trade and investment relations with Russia and China began in 2022, the United States has mobilized its European and other English-speaking dependencies to impose economic sanctions that has devastated economies obeying these policies.

The backlash resulting from German de-industrialization and America’s elbowing aside France as an arms supplier (e.g., for submarine sales to AUKUS and in trying to replace France in its former African possessions) is driving other countries away. America and Europe have isolated themselves from the Global Majority, replacing its prosperous trade and investment with Russia and China with economic dependency on the United States for oil and other higher-priced imports.

What’s so amazing is how self-destructive of its own global empire U.S. diplomacy has been. The focus of U.S. diplomacy on locking in its control over Europe, Australia, Japan and South Korea by obliging them to join its anti-Russian and anti-Chinese sanctions has obliged these designated U.S. enemies to replacing trade dependency on the West with their own mutual self-dependency.

The U.S. policy of bullying countries by imposing trade sanctions has cut its own economic throat, so to speak. It’s almost humorous to see it dismantle the free-trade imperialism and dollar dependency that earlier generations of U.S. diplomacy tried so hard to impose on the rest of the world.

Trump’s Inverted View of America’s Tariff History By Michael Hudson, April 14, 2025

ドナルド・トランプの関税政策は、同盟国・敵対国を問わず市場を混乱に陥れた。この無秩序状態は、彼の主な目的が関税政策そのものではなく、富裕層の所得税を削減し、それを関税に置き換えて政府の主な歳入源とすることにあったという事実を反映している。他国から経済的譲歩を引き出すことは、アメリカにとって国家主義的利益をもたらすとして、この税制転換を正当化する理由の一部である。

彼のカバーストーリー、そしておそらく彼の信念は、関税だけでアメリカの産業を再生できるというものだ。しかしアメリカの産業空洞化を引き起こした問題に対処する計画は彼にはない。アメリカの工業化計画や他の多くの国々の工業化計画が成功した理由は何だったのかという認識がトランプにはないのだ。このプログラムは、公共インフラ、関税で保護された民間の産業投資と賃金の上昇、政府の強力な規制に基づいていた。トランプの切り捨て政策はその逆で、政府を縮小し、公的規制を弱め、公共インフラを売却して、寄付者層への所得税減税の財源に充てるというものだ。

これは、新自由主義政策の別の装いに過ぎない。トランプはこれを、そのアンチテーゼではなく、産業を支援するものだと歪曲して伝えている。トランプの動きは全く産業計画などではなく、富裕層の所得税を削減する一方で他国から経済的譲歩を引き出すための権力闘争なのだ。その直接的な結果は、広範なレイオフ、事業閉鎖、そして消費者物価の高騰となるだろう。

Donald Trump’s tariff policy has thrown markets into turmoil among his allies and enemies alike. This anarchy reflects the fact that his major aim was not really tariff policy, but simply to cut income taxes on the wealthy, by replacing them with tariffs as the main source of government revenue. Extracting economic concessions from other countries is part of his justification for this tax shift as offering a nationalistic benefit for the United States.

His cover story, and perhaps even his belief, is that tariffs by themselves can revive American industry. But he has no plans to deal with the problems that caused America’s deindustrialization in the first place. There is no recognition of what made the original U.S. industrial program and that of most other nations so successful. That program was based on public infrastructure, rising private industrial investment and wages protected by tariffs, and strong government regulation. Trump’s slash and burn policy is the reverse – to downsize government, weaken public regulation and sell off public infrastructure to help pay for his income tax cuts on his Donor Class. 

This is just the neoliberal program under another guise. Trump misrepresents it as supportive of industry, not its antithesis. His move is not an industrial plan at all, but a power play to extract economic concessions from other countries while slashing income taxes on the wealthy. The immediate result will be widespread layoffs, business closures and consumer price inflation.
